Google Base allows people to upload content so that it gets indexed faster. According to the FAQ, "Google Base enables you to add attributes that better describe your content so that users can easily find it. The more popular specific attributes become, the more often we'll suggest them when others post the same items."
The submission process includes tools similar to those in other applications that use author-generated metadata: you choose an "item type" (such as events and activities, jobs, news and articles, products, recipes, reference articles, and so on) and then add "attributes", which are "words or phrases that help describe the characteristics and qualities of your items." The submission form even includes embedded tips on entering attributes.
Wow, Google is using structured metadata. Any bets on when they'll integrate Dublin Core?
